A Conditions for Learning (CFL) Index has been assigned to each S3 grantee. This marker is based on the Kansas S3 School Climate Model and contains a global score four pillar scores. Pillars include:
  1. Safety: physical and emotional safety, substance abuse and wellness;
  2. Academic Engagement: academically engaging culture, commitment to school, learning supports and achievement;
  3. Social Engagement: pro-social behavior and involvement, healthy beliefs, positive behavior supports and attendance; and
  4. Environment: school professional community, school family participation, and family and community supports.

These scores are developed from data collected through the:

  1. Kansas Communities That Care (KCTC) Survey administered through the Southeast Kansas Education Service Center (Girard, KS);
  2. Culture for Excellence and Ethics Assessment administered through the Institute of Excellence and Ethics (Lafayette, NY);
  3. Incident data (suspension, expulsion and violent acts) from the Kansas State Department of Education; and
  4. Assesment data from the Kansas State Department of Education.
